Notice is hereby given that sealed bids will be received by the West Jackson County Utility District at the office of the West Jackson County Utility District until 10:30 A.M., Wednesday, May 20, 2020, and then at said office publicly opened and read aloud for the following:


Contractors have the option of submitting their bids sealed in an envelope or electronically through All bids shall be submitted in a sealed envelope addressed to the West Jackson County Utility District. If a bid is submitted by mail, the post office address of the West Jackson County Utility District is P. O. Box 1230, Ocean Springs, MS 39566-1230. If a bid is hand-delivered, the street address of the West Jackson County Utility District is 7200 McCann Road, Biloxi, MS 39532. All bid envelopes should contain the bidder’s name and mailing address on the face of the envelope and also specify the name of the bid item. Bidder’s certificate of responsibility number or a statement that the bid inside is less than $50,000.00 shall appear on the outside or exterior of the envelope or container of such bids, failing which, said bid shall not be opened or considered.

All bid envelopes shall be marked “SEALED BID FOR PHASE 1 WATER IMPROVEMENTSCOOK ROAD CORRIDOR TO BE OPENED AT 10:30 A.M., WEDNESDAY, MAY 20, 2020”, and if
any envelope is not so marked, any bid contained therein will not be considered.

A Pre-Bid Conference will be held at 11:00 a.m. on Tuesday May 12, 2020, at the office of West Jackson County Utility District. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference.

Project Manuals may be examined at the West Jackson County Utility District, 7200 McCann Road, Biloxi, Mississippi, and at the office of the Design Engineer, Compton Engineering, Inc., 1969 Market Street in Pascagoula, or online at The bid documents are being made available online via original paper copy or compact disc upon payment of $150.00 per paper copy and $50.00 per compact disc. Full-scale drawings may be obtained (provided a set of reduced drawings and specifications has been purchased) for an additional $50.00 per set. Cost includes shipping and handling for each set. The bid documents are non-refundable and must be purchased through the website. Return of documents is not required. All plan holders are required to have a valid email address for online registration. When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

The West Jackson County Utility District reserves the right to reject any or all bids not conforming to the intent and purpose of the specifications, and to postpone the award of the Contract for a period of time which, however, shall not extend beyond 90 days from the bid opening date.
